Congress was in power for the first one, BJP in power during the second and the CPI(M) in power for the third one. Can you find any difference between the three?

exactly! I have been beleaguered with a similar question for some time now. Are BJP and Congress like Canada's Conservative and Liberal parties and my response is that is does not matter what their party agenda is (which usually isn't too transparent or logical either) the parties are working for their own personal good. There were innocent people killed in every year.
